New Zealand and Germany Have National Elections This Coming Weekend

New Zealand has a national election on Saturday, September 23; and Germany has one Sunday, September 24. Both countries have multi-party systems and both use proportional representation. New Zealand’s election is tough to predict, but in Germany, Angela Merkel is expected to win a fourth term.

  1. I wouldn’t call Germany or New Zealand proportional representation.

Party list systems, MMP (mixed member proportional), are not proportional. They are “mixed” with party boss insider lists which bias against being proportional representation and favor party lists.

  2. Also, with a 5% threshold, Germany is biased against independents being represented, so without independents and those under 5%, this lends to semi-proportionalism.
