On January 5, former California Congressmember Doug Ose declared he will run this year for Governor of California as a Republican. He was in Congress from the Sacramento area 1998-2004, and is well-funded. There are now three Republicans running for Governor with substantial financial resources, which makes it even more likely that none of them will poll first or second in June. See this story. The other two are Assemblymember Travis Allen, and John Cox.
If only there was a way a political party could let their members decided who was the best candidate before the actual election so that the vote wouldn’t be split like this. Someone should really invent something like that.

It would seem reasonable for the California GOP to attempt to adopt some process by which they pick a candidate before filing day. Obviously they couldn’t prevent other people from filing, but by endorsing and supporting one individual they’d have a much better chance of getting that person through the open primary and on to the November ballot. Any guess why they don’t do that?
Political entities which are based on plurality votes and so plurality election psychology will always have dysfunctional traits. Plurality elections do not appear democratic and instead are far more random than pure proportional representation (PR).
If you would like to see an example of a unifying voting system at work in 2018 then consider the United Coalition as functioning simultaneously on seven geographic levels from city to earth.
