  1. The city of Santa Clara California is considering pure proportional represerntation (PPR) on June 5th 2018 city elections, but the proposed plan would divide the city in half, causing gerrymandering and that will double the election threshold for city council in Santa Clara from 14.29% (plus one vote) in at-large PPR, to 25% (plus one vote)
and will lower the guaranteed voter satisfaction level from 85.71 (plus 6 votes) to
    75% (plus 6 votes).

The United Coalition has been coincidentally counting the votes under pure proportional representation (PPR) correctly for more than twenty-three consecutive years and PPR works fine.
