St. Louis Park apparently has a permanent charter review commission, though in most years, it only had a single meeting to decide to do nothing.
The city council had previously eliminated the primary, which was contingent on there being more than two candidates, sometimes resulting in a primary in only one district. Without the primary, there was now a possibility of a plurality election.
The city council approved the charter change by a unanimous vote, which avoids the need for approval by the citizenry.
