Preliminary elections should be all write-in. If a candidate wants to appear on the primary ballot he will encourage voters to write the candidate’s name on the ballot. Candidates who receive the support of 1/10 of 1% of the previous vote, up to 10 candidates, would appear on the general election ballot.
