Washington permits ballots postmarked by election day to be counted. Washington moved its primary earlier in the year to provide for contingencies such as a recount.
If there were no elections wouldn’t your concerns be addressed?

Counties certified results on August 21. State certifies result on August 24.
Recount begins after that. Washington presumes write-in, undervotes, and overvotes may be miscounted. In Snohomish Counry there were 980 write-in’s, 98 overvotes, and 6288 undervotes.

Washington is an all mail ballots. If you make a mistake, you can either try to get a new ballot, or mark a correction on the ballot and hope election officials can understand what you meant.
It appears about 1.5% of ballots were mailed in late. This year, Washington paid for return postage, and the share of ballots that were mailed back, rather than hand-delivered to collection centers was down. Perhaps voters mailed them on election day expecting them to be postmarked, whereas in the past they would have taken them by a drop off box.
