The leaders had 21.6% and 21.5% of the vote in an open seat. The Democratic candidate won election in 2012-2016 with around 2/3 of the vote, so this years race is likely not to be close. The incumbent was Niki Tsongas, the widow of Paul Tsongas, and thus would have received some personal votes (greater than generic D hack), but the seat will likely be over 60% D.
Top 2 or a primary runoff would be better than a recount between two candidates who might only have 12% of the support of the district, but may have essentially won a lifetime opponent.
