The Colorado Senate State, Veterans, and Military Affairs Committee will hear SB 19-42 on Wednesday, January 23. This is the National Popular Vote Plan bill.

  1. If Colorado were to pass it, it would be the first significant swing state to do so. It’s tough to get any swing state to support it because any such state would be voluntarily diminishing its own “clout” in the Presidential election. IMO, it would be far easier to get swing states to support ranked choice voting for Presidential electors. It would diminish the “wasted vote” problem in those states, and result in a final vote total (after transfers) that would enhance any Presidential candidate’s chances of winning a majority of the popular vote total nation-wide.
