Something more creative is needed. Perhaps it should be entirely up to the states how long a representative serves, and when and how they are elected. Within states, it might be interesting to use a system of perpetual proxy voting. Each representative from a state could be chosen at large by having to win a minimum number of signed proxies from voters. They would serve as long as they maintained the minimum number of proxies, which could be transferred by each voter at any time. In this way, they would each be true representatives.
Another typical politician who has never read the Federalist and Anti-Federalist papers and probably the Constitution as well. Oh well…

Marino followed up this amendment introduction with his resignation from office. Which should be an indicator that this may not go far.
