Tom Steyer, who announced a few days ago that he is seeking the Democratic presidential nomination, says in this campaign you tube that he favors creating a “national referendum” process so that voters could determine federal laws.
Generally, a referendum refers to forcing a popular vote on a newly-passed law. One wonders if Steyer meant to also advocate for a national initiative process. Congress does so little these days, it isn’t likely that a national referendum, even if it existed, would be much of a vehicle for change.
A federal referendum process, or a federal initiative process, would require a U.S. Constitutional amendment. Thanks to Political Wire for the link.

Anyone who thinks that it is possible to enact a constitutional amendment with such a wide impact is seriously delusional. I had originally thought Tom Steyer wasn’t yet another crazy lib. Seems I was wrong.
How much would this cost if implemented?
ONLY if there are HUGE safeguards to keep it from being corporately hijacked.
This has happened for decades in the initiative process in California, for example.
IIRC, voters there, a decade or so ago, faced two directly conflicting initiatives on auto insurance. One of the two had been financed by the car insurance lobby in California.
Frankly, I think it’s highly unlikely such safeguards could be erected at the federal level.
And, even if they were, it’s possible the current Citizens United SCOTUS would call those shields unconstitutional.
