It should not be possible to introduce a bill without providing the text.
A proper proportional representation bill should require the districts be drawn based on the citizen population over 18. Hopfully HR 4000 will require a citizenship question be added to the US Census.
14-2 should be changed to apportion based on citizen population over 18.The House should be expanded.
If it had 5000 members apportioned based on adult citizen population 5-member districts about half the size of current districts could be drawn.
Virginia would have 133 representatives elected from 26 or 27 districts.
