California SB 288 would allow non-citizens to run for County Central Committee in the Democratic Party, and also the Peace & Freedom Party. The bill has been amended several times. When it passed the State Senate in May, it was not even an election law bill. Here is the latest version.
Two comments about this.
1) Interesting that the California Green Party has yet to request inclusion in this bill.
2) Allowing non-citizens to become County Central Committee members implies that eventually non-eligible persons could help choose a Presidential candidate. That could make for some very interesting campaign advertising.
So they don’t have enough people who are citizens to fill these roles, or is another agenda at play here?
Part of the process of becoming naturalized as an American citizen is swearing an oath to support the US Constition, but these people obviously don’t give a damn about that.

It’s possible for non-citizens to swear an oath to defend the US Constitution, and I think the bill includes such a process. It doesn’t follow logically that a citizen of another country who lives here can’t support the US Constitution. It’s possible logically to support the constitutions of two countries.

Is I contacted Senator Weiner office to express a desire to let United States Nationals who are not citizens to run for
the County Central Committee of the American Independent Party of California. United States Nationals are persons born on oweither Swains Island after a certain date in 1925 or person born in Eastern Samoa after 1904.
Swains Island is a Guano Island of the United States and
Eastern Samoa now called American Samoa in an unincorporated territory of included the United States.

Senator Weiner said AIP would have to look to someone
else to allow United States Nationals to run for County Central Committees because it will not be SB 288.

California can enfranchise American Nationals, and it would cover a large share (majority?) of (American) Samoans living in the United States.
California should not be dictating internal matters for political parties. It should require that their governing bodies be chosen by registered voters.
