If Maine Governor Signs Ranked Choice Voting Bill, Democratic Presidential Primary Will be Complicated

This story about Maine’s bill for ranked choice voting in presidential primaries says that if the bill becomes law, it won’t be easy to combine ranked choice voting with the national Democratic Party rules on apportioning votes. The national rules say any presidential candidate who gets at least 15% in a Democratic primary is entitled to a proportionate number of delegates to the national convention. Squaring that with ranked choice voting is a head-scratcher.

  1. Not complicated… Only transfer votes from people that get less than 15%. If that causes somebody that had above 15% on the first round to drop below 15%, transfer theirs too. You can have a proportionally allocated system using Instant Run-off. You effectively treat people over 15% as single non-transferable, and people under 15% as Instant Run-off.

    Another option is Single Transferable… although that would alter the allotment because it transfers votes using a threshold system so people that get over 15% would be brought down to 15% thereby capping the delegate outcome per candidate at 15% of the delegates.

  5. DNC rules require that candidates who receive more than 15% be allocated delegates, and those that receive less than 15% receive no delegates.

    The DNC also require state parties to publicly denounce any non-binding preferential polls.

    The easiest way to avoid the mess is for the governor to veto the bill.
