This extensive National Public Radio story explains that New Hampshire Secretary of State Bill Gardner and his office have refused to explain a law passed in 2019 that seems to make it illegal for anyone to register to vote in New Hampshire if he or she has an out-of-state drivers license.

The SOS also says the law “is not an election law” despite the bill being heard in the House & Senate Election Law Committees, AND the SOS testifying in favor of the bill telling the committee the bill was needed to prevent non-resident domiciliaries (i.e. college students paying out-of-state tuition) from being able to vote in NH. What I personally find interesting is that so few people realize this law should also be applied to Snowbirds, many of whom for tax reasons claim Florida as their legal residence yet vote on NH because that’s where they claim domicile.
