The proposal would be voted on at the 2020 election, with the commisssion thrown together in a couple of months.
The California commission for legislative redistricting was approved in 2008. The commissioners had already been selected by the time, congressional redistricting was added to their charge in 2010.
There is a strong random element, which may lead to bias or incompetent or weak commissioners.
California realized that the 2010 commission was chosen too late, and has move up the schedule for 2020, such that screening process has already begun.
