Wyoming Democratic Party Will Use Ranked Choice Voting for Party-Administered Presidential Primary

The Wyoming Democratic Party will postally mail a ballot to every registered Democratic voter in the state, asking for their choice for the Democratic presidential nomination. The ballot will use ranked choice voting. Anyone who holds the constitutional qualifications to be president, and who states intention to seek the Democratic nomination, and who pays a fee of $2,500, may appear on the ballot. The ballots must be postmarked no later than March 20, and must arrive at the party office by March 28.

Wyoming is one of the few states that has never had a government-administered presidential primary.

  3. But, these rules state that the actual delegates be selection in caucuses. Is the primary independent of the caucuses? How will delegates be enjoined to vote?

    It appears that Wyoming Democrats changed the rules.

    Originally, there was going to be absentee voting for those unable to attend the county conventions. The rules said that presidential candidates had to file by Jan. 10, but that nominations could be made from the floor.

    Now it says that candidates will be able to have a 3-minute speech before convention voters cast their ballots (so long as they hadn’t already voted). Also they are going to have ballot collection sites in each county, besides accepting ballots by mail.

    The rules don’t actually say how the votes will be tabulated, so I guess they will eliminate non-viable candidates one-by-one. This will all be done off site by a 3rd party vendor in Cheyenne. I kind of suspect there will be some bored convention delegates. After transfers, the allocation of state delegates can be done.

    State delegates will be chosen by each group of supporters (Sanders supporters choose Sanders delegates, etc.). There is mention that there are no secret ballots at conventions, so it is conceivable that the presidential preferences of convention goers will be non-secret.

    Just to clarify, we haven’t changed the rules. Our proposed delegate selection plan was marked as such on our website, and went through a few iterations before being approved by the DNC and becoming official. During that process, we were required to adjust or remove things we wanted included, and adding others to make the process go more smoothly. Because approval wasn’t received until 20 Jan, the deadline for presidential candidates to file was extended so as not to exclude any campaigns who were awaiting the final ruling to file.

    There’s an infographic located at https://www.wyodems.org/2020caucus that shows the process for eliminating non-viable candidates, meaning the lowest-performing candidates from each round until all remaining candidates have reached a 15% threshold. Delegates are awarded proportionally to each candidate who received at least 15% of the votes at the final tally.

    As for the tabulation method, this will be conducted by Fair Vote, a neutral vendor, electronically and verified via scan and original paper ballots securely stored by county parties.

    Re: bored delegates: county parties will be holding their conventions on caucus day, meaning that once voting has ended, they will begin crafting their platforms for the cycle and notified of the final results as soon as they are certified, almost certainly while the convention is still happening. Potential delegates are of course welcome to leave and will be notified of their selection.
