What does AZ LAW say about the matter???

See ARS 16-315E
It appears that the initiative provisions are specified in the Constitution, and not subject to legislative modification.
On the other hand, the Constitution doesn’t appear to say anything about how candidates qualify for the ballot, though filing fees are banned.
