This San Diego Union-Tribune story discusses the plight of groups that want to qualify initiatives in California during the health crisis.  No one seems to be contemplating allowing electronic signatures in California, nor is there a hint of any possible lawsuits.

  1. The legislature could just place any initiative on the ballot in CA that collected at least 25% of tge signatures they needed before the Coronavirus shutdown happened. This would probably get all of the initiatives on the ballot that were actively collecting signatures at the time on the ballot.

    If the lockdown ends soon enough, they could also reduce the signature requirements, and/or extend the deadlines, by how ever many days the lockdown occurred.
