All these petty rules for keeping independent and third parties off the ballot are a legacy of plurality voting. The horror show of “wasted votes” and “faux candidates” needed to be restricted to make plurality voting seem creditable and legitimate. With ranked choice voting there is no need for Maine to continue this petty bureaucratic harassment of minor parties. Let everyone run, and the rankings will sort hem all out.
