The Miami Herald has this op-ed in opposition to the Florida initiative for a top-two system for state office. The authors are Elizabeth Strom, Associate Professor of Public Affairs, and Susan Smith, president emeritus of the Democratic Progress Caucus of Florida.
I oppose top2 unless: parties would nominate a single candidate per office and voters would vote for 2 candidates (if they vote for only 1, their second vote counts as a blank vote), where the 2 candidates with the most votes qualify for the general election (where voters can only vote for 1).
