I don’t suppose it’s legal for the party to just flat return the money to the applicants for nomination.
It goes to the state, not the party.
Mort: the state is required to hand it over to the party.
If that’s the case, maybe so. But they’d still have to have it to front, and trust the party wouldn’t abscond with it, even if so.
