On August 9, eleven Democratic State Senators introduced a bill to repeal the Texas “primary screenout” law. That law prohibits voters from signing a petition for a new party or an independent candidate, if the voter had voted in a primary that year. The bill, SB 58, is sponsored by Sarah Eckhardt, Carol Alvarado, Cesar Blanco, Roland Gutierrez, Juan Hinojosa, Nathan Johnson, Eddie Lucio, Jose Menendez, Beverly Powell, John Whitmire, and Judith Zaffirini. How *foreign* is the TX regime due to being a foreign regime in 1836-1845 ???
Demo Rep: Texas wanted to join the United States as soon as 1836. But the anti slavery States did not want another slave State because that would create a slave holding majority in the Senate.
Texas was only allowed into the Union in 1845 when anti slavery Maine could be brought in as well. That would maintain an equal number of slave holding and anti slave holding States.
Since most of the Texans were originally from Tennessee, Georgia, Alabama, and Louisiana the only foreigners to the United States were the handful of Mexicans who joined the Gringos in revolution.

With this change there is no reason to maintain the starting dates for signature collection. The ostensible reason for starting after the primary/runoff is to prevent sore loser voters from signing a petition for an independent candidate. It also it is easier to check whether a petition signer voted in a primary, than whether a primary voter has signed a petition.
But since these two actions would no longer be in conflict there is no reason to have a party-exclusive period where only primary voting is permitted. Let independent petition gatherers collect signatures outside early voting. Or simply place independent candidates on primary ballots. If a voter wishes to support an independent candidate rather than a party nominee for a particular office,
But there is no reason to deny the right of free association for any office. Eliminate state recognition of party nominations as well as the subsidized segregated partisan primaries. Let any citizen support any candidate they choose, and join private voluntary associations to do so.
