A coalition of the Social Democrats, the Free Democrats & the Greens would be the best chance to legalize Cannabis in Germany. The Green Party supports legalization, as do the Young Liberals, youth group of the Free Democratic Party. The SPD also includes some who back legal Cannabis, and would probably go along to get support from younger voters. And we can hope that the Free Democrats show the Greens that government is the biggest polluter.

Philosophically, the Free Democrats are generally liberal on social issues, and conservative on economic issues. This classical liberalism has made them a convenient and frequent coalition partner in Germany. So much so, that it has often happened that the leader of the FDP has retained the position of foreign minister in successively different coalitions.
In coalition, the FDP has restrained the socialism of the leftist parties and the nationalism of the rightest parties. Their leaders were instrumental in the reunification of Germany, and the collapse of Communism in Eastern Europe. IMO, they have been a key player in making Germany today a successful example of liberal democratic capitalism.
The other parties are cutting off their noses to spite there stupid faces if they do not partner with AfD.
