There are no whereas clauses in these bills, just “the public welfare requiring it.” What objection/s do state lawmakers have against localities using RCV?

The damage done by FairVote and the SF Willie Brown regimes, will take a very long time to get around.
Semi-proportional without ranked choice voting is far better than what those at FairVote and the Willie Brown SF Democratic Party brought us since 1992 when pure proportional representation was rebuffed by them and then the Libertarian Party too.
SF, FairVote and LNC RCV = no good
It seems to me that the method of voting in local elections should be a local option.
The owner of BAN doesn’t know or care that FairVote brought one-party dictatorship male-dominated single winner election districts using RCV. Ted Browne crippled the CA LP and now he’s doing that from Austin TX.
LNC = 82% straight white male names only

Cities are administrative bodies. They have no sovereignty of their own. At best the state legislature might give them a menu of options.

While it is true that municipalities are creatures of the state legislature, an enlightened legislature would grant each municipality as much self-governance that can be tolerated without diminishing anyone’s rights.
Condorcet = RCV done right.
It appears this is about Memphis seeking to use RCV. It seems that voters in that city approved RCV in 2008 but the courts have been used to prevent it from being implemented. One of the legislators pushing the ban is trotting out the same tired old “confusing” and “complex” arguments.
