On March 8, the Hawaii Senate passed SB 2046 by a vote of 24-1. It slightly eases the petition to recognize a new party. That petition now asks signers for their entire birthdate. The bill deletes the year, so that signers would only be asked to show the month and date.
What was the point and rationale?
The point of the bill is that many people don’t want to publicly reveal their entire birthdate, and therefore it is more difficult to collect signatures. The author wants to make it easier for people to circulate the petition.
So remove the birthday in full then. Hell, I can find out birth year for most people just going on Facebook.
