South Dakota Voters Defeat Ballot Measure That Would Have Required 60% Vote for Many Future Ballot Measures

On June 7, South Dakota voters only had one statewide ballot measure on their ballots. It was Amendment C, which would have changed the constitution to provide that future ballot measures that cost more than $10,000,000 in new spending could only pass if at least 60% of the voters voted “yes.” The measure was overwhelmingly defeated; only 33% voted “yes”, and the measure only carried one county.

This result is in stark contrast to the voters of Florida, who several years ago passed a ballot measure to require all future constitutional ballot measures to pass with 60% of the vote.

  2. The bad thing about what passed in Florida is that Florida ONLY has constitutional amendment initiatives at the statewide level. Most states which have a process where state citizens can petition to place an issue on the ballot also have statute initiatives and referendums, in addition to constitutional amendments. The constitutional amendment petition requirements were already difficult in Florida. I can understand not wanting it to be too easy to amend the constitution, but what they ought to do in Florida is create a process for statute initiatives and referendums.

    Now as for what just happened in South Dakota, I think it should be more difficult to increase taxes or government spending. Generally speaking, the bigger government is, the less freedom that there is. This is supposed to be a country where government is limited. Minimum government, maximum liberty is the way things are supposed to be. So I don’t have a problem with making it more difficult to increase taxes or government spending.
