CATO Carries Commentary on California’s Top-Two System

CATO has this criticism of California’s top-two system, written by Andy Craig. Thanks to Eric Wong for the link.

The majority party has been deprived of ballot access four times under the California top-two system. Craig mentions the 2012 incident, but he does not mention that the same thing happened in 2018 in the 76th Assembly district, and in 2020 in the 38th Assembly district.

  1. I was not a fan of Andy Craig when he was in the Libertarian Party, but I agree with him here that Top Two Primary needs to go.

    I disagree with the part where he said that the intention behind Top Two Primary was good. I was in California the first time there was an effort to pass Top Two Primary, which was in 2004, and I recall some top Democrats and Republicans admitting that they wanted to get Top 2 passed so parties like the Green Party and the Libertarian Party did not take votes from them in general elections. Fortunately, Top Two Primary did not pass in 2004, but unfortunately, it did pass in the June of 2010 primary election.

  6. Approval voting in Top-x primaries would more likely assure that the predominant party in any district has at least one candidate in the final election.

Another feature that could improve Top-X elections is that the nominees of each qualified party that get the highest number of approval votes all advance to the final election, with the final election being decided by ranked choice voting among any number of candidates who got the most approval votes for a party’s nomination, plus any number of independent, minor, or new party candidates who get a qualifying number of approval votes, as well.

    They were probably closet bisexuals at a bare minimum.
