Pennsylvania Legislature Adjourns Without Passing Bill for Semi-Closed Primaries

The Pennsylvania legislature has adjourned for the year. HB 1369, which had passed the House State Government Committee and which would have let independent voters vote in partisan primaries, failed to make any further headway.

  1. The option of whether or not independents vote in a party’s primary should be decided by each party.

    If the state pays for the primary, and a party excludes independent voters from their primary, then independent voters should have the option of voting in an open primary, separate from the partisan primaries, in which all candidates are listed from all parties, and anyone who wins the open primary can proceed to the general election, but without the party label, if that candidate didn’t win in the partisan primary.
