The photos on the LNC business list look closer to 1,000 – 3,000. Far more than 400, certainly.

Keep in mind that at this point, although the US government has sent foreign aid to Ukraine, American military troops have not been part of this conflict (as far as I know). If American troops were there, or were going to be sent there soon, this protest would have had many times more people in attendance.
