Some day, if nothing is done, the Republican nominee for president might get the most popular votes and yet the Democratic nominee would win a majority in the electoral college. The National Popular Vote Plan does not solve the basic issue of plurality voting. You can STILL get a minority President. Look at the returns from 1992 and 1996.

At the very least, any national popular vote scheme should require a clear majority of votes to determine the outcome. But the current NPV that is currently being circulated does not require that. In fact, most proposals require only a 40% plurality to take effect. This takes a bad idea, and makes it horrible.

It makes it advantageous to BOTH political parties to encourage the candidacy of third party and independent candidates for President in order to bring the vote total of your opponent down below 50%.
Don’t get me wrong. I’m NOT opposed to third party candidates for President. I usually vote for them myself. But, this proposal has a dysfunctional effect on third parties: the Democrats in blue states will only challenged the candidates of leftist third parties, while the Republicans in red states will only challenge the candidacies of rightist third parties, leaving voters with limited third party alternatives.
The effect of this may be negligible in any one state, but, you must remember that under NPV, ALL the votes from EVERYWHERE impact the outcome. Consequently, the chances are that, in a close election, NO candidate ever gets 50%.
In today’s highly partisan political environment, this could be catastrophic. It’s conceivable that partisans on BOTH side might reject the outcome, challenge the votes from EVERYWHERE. Remember what I just said above, ALL the votes from EVERYWHERE impact the outcome. It would be total chaos.
It’s an unconstitutional interstate compact without congressional approval, and recounts would be a total national nightmare.

I think they have a parliamentary system, but again I would need to do some brushing up. The US is third on the population list, so you know the deal there. India has a large illiterate vote. MADAM, Assuming zero rural votes and 90% of the big city votes, using Mr. Winger’s 20/40/20 distribution requires a hair over 45% of the suburban and small city votes. In reality there would not be zero rural votes, so the big city numbers can be adjusted down accordingly.
Nevertheless it’s quite possible to win under NPV while carrying a strong majority of big city votes, a competitive loss in suburban and small city areas, and negligible scattered rural votes. This is probably what would happen, as it’s easiest for Democrats to concentrate their t.v. and radio campaigns, in person candidate appearances, mail drops, door knocking, vote harvesting, etc primarily in the big cities and secondarily in their suburbs and some smaller cities. Rural areas could be safely ignored, and they would not need anywhere near saturation or even dominance in the suburbs as long as they stay dominant in big cities.
Sorry, that would be actually 55% of the burbs. Let’s say 80% of big city votes and 20% of rural. Still sounds quite doable.
Your math is still off. At 80% of 20% (16%) and 20% of 40% (8%) your still need 26% of the total to not lose, or 65% of the remainder.
