  3. The most effective forms of voter suppression take place before the ballots are even printed. These include:

    1. Gerrymandered single member districts, which locks most districts into partisan blocs.
    2. Ballot access laws, which limits the choices on the ballots.
    3. Campaign finance reporting requirements, which have the perverse effect of discouraging candidates who would rather not expose their financial condition in a potentially failed campaign.

    These forms of suppression DO effect outcomes.

  4. While some people may point out that the items that I have mentioned might properly be called “candidate suppression”, the effective result is to leave the voter with a very narrow range of choices. So narrow, that, in many cases, large numbers of partisan incumbents go unchallenged year after year, which is the ultimate form of voter suppression.

  5. And further, given that much of this suppression takes place in legislative elections, both on the state and national level, the pressure keeps increasing to expand executive power to bypass the alleged “gridlock” of legislative bodies. Exvecutive elections, particularly for President, then become increasingly desperate battles by both major parties, which dries then to use every measure to block any minor parties that might “spoil” the election, and deprive any winner of a clear mandate.

  7. Unimportant. Presidents with popular mandates start some of the worst wars, declared or otherwise.
