It looks as if some splainin’ needs to be done by election officials who did not distribute enough paper ballots to polling places on Gubernatorial election day in Mississippi. Here is a story. Hinds County includes the State Capital of Jackson, Mississippi, and is the largest county, in terms of population, in the state.
This is another reason why voters should vote by standing count.

Easy fix:
Have the state prep .pdf ballots ahead of time that can be printed out at the voting precinct, if they run short.
In fact, maybe ALL the ballots should be printed out singly at each voting place as voters check in, with a unique serial number printed on each, the total number of which must match the number of those who checked in.
Better fix: no ballots; standing count.
Even the Romans used ballots. Altho, they were usually clay tiles on which the citizen carved the initials of his candidate before depositing the ballot in the voting box.

Maybe they could do like in the Paxton impeachment trial. Voters vote, then sign their ballot. The ballots are shuffled and then a clerk reads the name of the voter and the vote, and totals the votes.
The voters are then queried in alphabetical order and they rise and orally confirm their vote.
