Nor does the story mention that Utah already lost on this issue in 1984 when the deadline was April 15.
Voting access could be by having a party precinct captain who lives in the precinct and shows up on election night to lead his men.
That makes a lot more sense than the present system of byzantinely complicated ballot access laws.
