Here is the 10-age order. It says that the plaintiff, a Florida Democratic voter, does not have standing, and also that the Democratic Party of Florida is not a state actor. It also suggests he should have sued all 67 county election officials.
Steinberg says he will appeal.
So a state pays for the primary election, but the power to decide the candidates ballot appearance in the election is the political party. Seems like a conflict of interest there somewhere?

Well, the party is actually saving the state money by opting not to have a primary.
Oh, ok. I’ll ask my congressman to try and pass a law eliminating all elections in USA and saving states even more money. That’s a better way.
The presidential preference primary (PPP) is not a “primary election” under Florida law. The secretary of state should have little discretion over the PPP. They get the list from the political party and process it. That’s it. This should be a simple case of enforcing the Florida Democratic Party bylaws in court that are guaranteed to the public but got complicated by questions of “state action.”
Under Eu v San Francisco, political parties are private associations. As such, they are entitled to their own internal rules.
While Eu v San Francisco was not specific about primaries, the logical application of the principles of Eu v San Francisco is that parties are entitled to their own nomination methods. This may include either a convention, or other internal nomination method, or a state primary, if the state makes one available.
If the state pays for a primary, they may set conditions on who may run, and who may participate it. But, they ought not to compel a party to use its primary, if the party prefers another method.
