House Bill 393 has been submitted to the House Privileges & Elections Committee. Among its provisions is a statewide ban on Ranked Choice Voting.
A Republican, Delegate Tim Griffin, is the only patron of the legislation. He is not a member of the P&E Committee, and has put the legislation in “By Request.” A former member of the Virginia House of Delegates informs me: “That generally means the patron put in the bill at the request of a constituent but is not necessarily committed to it.”

Lansing — A group of Michigan Republicans sued Kristina Karamo on Friday, asking a judge in Kent County to officially declare that she’s been removed as chairwoman of the state’s GOP.
“Ms. Karamo’s refusal to allow the committee and the Michigan Republican Party to move forward, particularly with an election cycle rapidly approaching, requires swift judicial intervention,” argued the lawsuit, filed by attorneys with the law firm Warner Norcross and Judd.
The lawyers, Jonathan Lauderbach, Troy Cumings and Katherine Boothroyd, contended that Karamo had violated the party’s bylaws, constituting a breach of contract.
The plaintiffs in the case included Malinda Pego, who had been Karamo’s co-chairwoman, Ali Hossein, the party’s administrative vice chairman, and Hassan Nehme, the party’s coalitions vice chairman. Longtime Michigan Republican figure Norm Shinkle and Oakland County businessman Warren Carpenter also were plaintiffs.

I’d be interested to know what the privileges part is about and what it has to do with elections? We don’t have that here and it was my understanding that we just copied everything from our mother state:

Does the ban only relate to general elections, but also to partisan primaries and caucuses? It seems to me that each party should be able to choose its own voting method for nominations, whether by caucus, convention or primary.

I didn’t see any WV committees dealing with elections. The closest are Pensions, Prisons, and Substance Abuse.
Typically committees are established as part of the House/Senate rules, which are updated at the beginning of each session.
Sometime in the past Virginia decided they had too many committees and merged Privileges with the Elections committee. Typically, privileges refers to things like assignment of parking spaces.
Sounds like a good bill.

It depends on the State. In Texas, the House Rules specify the committees and their scope. In Michigan and Virginia, the House rules specify the committees and number of members, but not their scope.
In Texas, the speaker refers bills on 1st Reading to a committee. Sometimes a bill might be in scope for two committees. A bill changing the election of judges could be referred to the Elections committee or the Judiciary committee. Since it is really about how judges are chosen it probably would be referred to the Judiciary committee (there can also be referrals to multiple committees).
In Virginia, the Privileges and Elections committee has specific oversight over the (mis)behavior of delegates. It has subcommittees for Campaign Finance, Constitutional Amendments, Election Administration, and Gubernatorial Appointments.
