Louisiana Governor Signs Bill that Alters Congressional Elections

On January 22, Louisiana Governor Jeff Landry signed HB 17, the bill that provides for party nominees in congressional elections, but which also makes ballot access for qualified minor parties impossible if they want to run congressional candidates.  Also it makes it difficult for independent candidates to run.  Thanks to Jim Riley for this news.

  1. I have a theory? When the corrupt system starts making ballot access harder than it only a matter of time before elections become harder too.

  2. My reading of the bill/law is that all recognized political parties (which includes the qualified minor parties) will use a primary to nominate US House candidates.

  3. Sadly, New Hampshire does have secret ballots. Dixville Notch has a tradition of public voting right at midnight as a publicity ploy. Maybe the troll moron should spend some time reading fake news stories before hurrying to post the link with its “analysis” spinning the spin on an unrelated article here. New Hampshire is not Louisiana.

  4. Darryl, see page seven of the bill, under section 441. The new C.1.(b) says only parties that got 5% of the vote in the last state election or last presidential election may have a primary.

    There are two types of recognized parties in Louisiana.

    (1) Those who have had more than 5% of the statewide vote;
    (2) Those that have more than 1000 registrants.

    Heretofore, the 1st standard applied to representation on election boards. The second standard is for having a letter on the ballot (D, G, I, L, R, O or N). Louisiana has a recognized Independent party. O is for Other party. N is for No Party.

    HB 17 applies the 1st standard for having a partisan primary and having a nominee.

    Louisiana permits write-ins on registration forms (but not on ballots). It tracks write-ins, though you have to request a special tally from the SOS. They would distinguish Inpedendent from Independent, etc. If a party had more than 1000 registrants and someone filed paperwork the party was recognized. That is why there is now an Independent “party”.

    During the House committee hearing, the sponsor noted that Louisiana had a Grilled Cheese and Toga parties – without mentioning the Libertarian Party. The motives of the Republicans are not pure. If you are affiliated with a non-recognized party, you get an ‘O’ for other. If you have no affiliation you get ‘N’ for No Party.

    The printed registration form has:

    [] DEMOCRAT [] GREEN [] INDEPENDENT
    [] LIBERTARIAN [] REPUBLICAN [] NO PARTY
    [] OTHER (Specify) ____________________

    If you skip that section, you are registered as No Party
