Florida Bill to Require Initiatives to Pass with 66.67% of Vote Advances

On January 29, the Florida House Ethics, Elections and Open Government subcommittee (part of the State Affairs Committee) passed HJR 335, to require statewide initiatives to pass with 66.67% of the vote. The bill is sponsored by Representative Rick Roth (R-West Palm Beach).

If the bill passes the legislature, voters would vote on the idea in November 2024. If it appears on the ballot it will need 60% in order to pass.

An identical bill passed the Florida House in 2023, but it did not pass the State Senate.

  1. Florida already has a very difficult initiative process and they can only do constitutional amendment initiatives, no statute initiatives or referendums. I think the process in Florida is already difficult enough. They ought to create an initiative statute process and a referendum process.

  2. They do not want abortion to get voted through…i mean 66.67%? Who came up with that # anyhow? Why not 65 or 68 even? Republicans have to lie, cheat, manipulate and change the rules to their favor to continue to win at all…it is as corrupt as it gets!

  3. There’s ALREADY a Constitution Amendment Required that was past in 2006 (?) that REQUIRES 60% Majority has to approve it, it’s Amendment 3. So, this is what the citizens voted for now, a Legislature that wants to do things sneakingly and to make it harder for voters to BETTER their state! Just another show that the current Florida Legislature ALONG with the Gov are AUTHORITARIAN/FASCIST legislators!!!

  6. So, it takes a 60% majority on a Constitutional amendment to raise the supermajority to 66.67%?

    Maybe, it should require a 66.67% majority to be proportional.

  8. For once, AZ has a good idea. Make it harder to enact laws, and easier to repeal them.

    As far as initiatives, 2/3 > 3/5 > 1/2.

    As far as legislative process vs initiatives, legislative process is relatively less bad.
