HB 7116 would decrease the number of signatures from 150 to 50.
The current law was established prior to the requirement that overseas mail ballots be sent 45 days before election day. Implementation of that law reduced a 14-day collection period to 4 days.
HB 7116 would reduce the number of signatures needed from 150 to 50, and increase the collection period from 4 days to 6 days.
I don’t think that it will go into effect this year, it was just submitted too late. It might get passed through the senate with effect for 2028.
To AZ’s apparent question. Candidates for delegate are pledged, unless they are Uncommitted. There is some sort of process by which the presidential candidates can screen the delegate candidates.
Presidential candidates qualify first, and then delegate filing is squeezed down between those filings and the sending out of mail ballots. That is why they could not simply move the starting deadline sooner.
I looked at the candidate filings on the SOS website, and an interesting item is that they have an item for the No Labels petition, just as if it were an election. Petition filing in Rhode Island is by town, with signatures checked at the town level. I don’t think there is a distribution requirement. The deadline is later in the year and I don’t think any petitions have been filed yet.
The House Committee also heard HB 7117 which would establish a Top 2 primary in Rhode Island. An interesting feature would be that political parties could formally endorse a candidate. This is similar to the provision in California, but where in California the endorsement appears in the voters pamphlet, in Rhode Island it would be on the ballot.
