If its just an initiative for a law, it is sufficient that the legislature retain the power to amend or repeal any initiative.
However, initiatives for constitutional amendments should always require a super majority of some sort, or some required minimum number of voters, both in the legislature and in the popular vote.
Why should there be any initiatives? We hire legislators to do a job. We have elections if they don’t do their job. Let them do their job.
