Dwight Eisenhower Was Listed as a New Yorker in 1956 Presidential Election, But He Almost Certainly Didn’t Live There

The National Archives has the results of past electoral college votes, and its pages for each election show the state in which the candidates lived.  The 1956 results list Dwight Eisenhower as a resident of New York.  See here.  Scroll down to see the state of each candidate.

It is extremely unlikely that Eisenhower really lived in New York in 1956.  He was president of Columbia University before he became president in 1952, so of course he had a connection to New York in 1952.  But in 1950 he and his wife Mamie had bought the only home they ever owned, a farm in Gettysburg, Pennsylvania.  It needed renovation and wasn’t ready for their occupancy until 1954.  Given that they did have that home from 1954 on, and also given that obviously he spent most of his time in the White House 1953-1961, it seems very unlikely he had a real residence in New York city in 1956.

This is perhaps relevant to the controversy over the residence of Robert F. Kennedy, Jr., which threatens his ballot status in New York.

While we in Pennsylvania would love to claim President Eisenhower as one of our own as President, under Pennsylvania law today (and I believe at the time – this law has not changed materially since 1937), one only acquired Pennsylvania residency by residing here with an intention to remain permanently or indefinitely.

    President Eisenhower did not establish Pennsylvania residency until much later in his presidency, probably not until sometime in January 1961. Even after his heart attack in 1955, he spent seven weeks in a Colorado hospital, then returned to the White House, only spending a few weeks in November at Gettysburg. If he hadn’t established a residency in Pennsylvania, Pennsylvania would have considered him, at the time he filed in early 1956, as a resident of the last state where he had a residence before moving to Washington DC to work for the federal government (which would have been New York) or, if he so chose, a resident of the District (which he did not choose to assert). He “retired to” Gettysburg, and to the extent he may have taken up residency a few days before Kennedy’s inauguration, we can argue about when in January that occurred (or maybe even late the prior Fall). But in 1956 he clearly had not yet established Pennsylvania residency.

    Eisenhower’s fact pattern is not relevant to RFK, Jr. as Mr. Kennedy did not move to California as part of his service to the federal government.

  2. Ike and the First Lady spent considerable time at their Gettysburg farm in 1954 and even held events there, including hosting a dinner for state GOP leaders and candidates, during that year’s mid-term elections.

  3. I don’t see why this is an issue. RFK Jr. is involved in a lot of activities. He travels around the country and stays at different locations at different times. He’s clearly a US citize. He’s older than 35. He claims no other nation of citizenship. Who cares what state he chooses to call home?

The only difference it makes is if he carries California in the electoral college, and even then it wouldn’t be a problem if either he or Nicole Shanahan moved to a different state before mid-December. And furthermore the particular address within a state makes no difference. The government has an interest in knowing the state but not the particular address.

  6. I saw President Eisenhower when he visited my hometown of Staunton, Virginia in the late 1950’s. I was in the 2nd or 3rd grade. He drew a large crowd. He spoke from the porch of Mary Baldwin College.
