Fractional votes are NOT normal. Just because they aren’t new, doesn’t change that. The whole concept of votes is that they are atomic. As you would know if you possessed even the tiniest fraction – no pun intended – of knowledge about the history of the political process in the US.
If the Green Party’s delegates are so pathetically indecisive that they can’t do things properly, just give them multiple votes to divvy up, like electors used to have. That also wouldn’t be normal or proper, but it would be far less embarrassing than fractional votes in 2024.
