Four California Political Bodies Don’t Renew Their Status

In California, a group that wishes to become a qualified party files to be a political body. Then, election officials keep track of how many people register into such groups, and if they obtain enough registrants, they become qualified. The deadline for being a qualified party for the purpose of being qualified for president was July 5, 2024. No new parties qualified. However, any group that didn’t qualify is free to renew its status as a political body. In that case, it keeps its registrants and can continue the drive.

Four groups did not qualify and have not yet renewed their status as political bodies: No Labels, Justice for All, We the People, and Constitution. It is not surprising that the first three didn’t renew their status. No Labels ceased trying to qualify for ballots months ago. Justice for All had been formed to get Cornel West on the ballot. We the People had been formed to get Robert F. Kennedy, Jr. on the ballot.

Because these groups are not political bodies anymore, there is no information in the Secretary of State’s Report of Registration of September 6, which was released on October 1. Here is a link to the September 6 Report. It includes data for two political bodies, Common Sense and Forward.

Common Sense declined from 20,132 members in July, to 19,198. Forward went from 287 to 406.

For the qualified parties, here are the September percentages: Democratic 46.07%; Republican 24.81%; American Independent 3.86%; Libertarian 1.06%; Peace & Freedom .64%; Green .47%.

The percentages in July had been: Democratic 46.19%; Republican 24.73%; American Independent 3.83%; Libertarian 1.07%; Peace & Freedom .64%; Green .47%.

  6. My impression is the Constitution Party regularly drops off and comes back onto this report as this paperwork is forgotten until they notice their absence from the statistics.

  8. The Constitution Party was attempting to qualify for the November 2024 election (nomination for President). American Moderate and American Solidarity were also attempting to qualify for the presidential election. All three parties had previously attempted to qualify for the June 2022 Top 2 primary (candidates registered with the party would have had that preference on the ballot).

    Switching from the June 2022 primary to the November 2024 general may have been tactical. They could use the June 2022 primary to track registration numbers, while using the November 2024 election to promote registration by voters seeking to get the presidential nominee on the ballot. Alternatively, they had tried to qualify for the June 2022 primary because that was the only qualification event in 2022 (Under Top 2, parties have to qualify for the primary to enable candidates to express that preference on the primary ballot – and that preference must be the same for the general election).

    Meanwhile Common Sense (and Ring of Truth) were attempting to qualify for the March 2024 Presidential Primary/Top 2 Primary. Had they qualified, they could have had a presidential primary – but more importantly for them could have had candidates in the Top 2 primary. Once the deadline for qualification had passed (October 3, 2023 – 154 days before the primary) their registration was no longer being tracked. It was pointless to switch to the November 2024 General Election – unless Common Sense wanted to nominate RFKjr. Since Common Sense has aspirations beyond being a vehicle for a single candidate they would pass on the opportunity if it was even offered.

    Common Sense missed the qualification deadline for the March 2024 Top 2 primary, which was in October 2023. It is not clear when they applied to qualify for the June 2026 primary. The notice to county election officials is dated January 12, 2024. The SOS must have received the request before January 12. They were also included in the report for registration for January 5, 2024. But that was published some time after January 5. In any case, there was a gap of around three months when Common Sense was not formally seeking recognition. I don’t know whether the Common Sense Party was actively seeking new registrations in 2024. There registration has declined from 25,000 to 21,000. Voters might have received an application for a mail ballot that confused them since it probably said that they had to change their registration if they wanted to vote in a presidential primary, unless except etc. sounds like an insurance policy …

    The Forward Party requested to be tabulated for the June 2026 primary in June 2024.

    So it is not particularly remarkable that the Constitution Party has not yet requested an update in status. After missing the 2020 November election, it was not until some time in 2021 that they applied for qualification for the June 2022 primary.

    It may be a change in SOS reporting practice that they are not listed in 60-day report for the November 2024 general election. While it is true that the failure to qualify happened earlier – in 2020 they continued to list non-qualifying parties through the remaining pre-election reports.

    Shaw ran for mayor of Alameda, California in 2022. In a letter to the editor he said he changed his name from Cecil L. Shaw to Barack D. Obama Shaw on January 4, 2013.
