Arkansas Supreme Court Upholds Wording of Initiative That Would Revoke a Casino License — 12 Comments

  1. The Arkansas Constitution permits ONE casino in each of four counties. Two are specifically adjacent to a horse track (Oaklawn) in Hot Springs and a dog track (Southland) across the Mississippi River from Memphis. A third is in Pine Bluff (intended for economic development in a very depressed area). The fourth is in Pope County, which is sort of between Little Rock and Fayetteville. The constitution requires endorsement of an application for the single license from the County Judge of Pope County.

The Arkansas Racing Commission granted the monopoly to the Cherokee Indian Tribe (business operations). The other application was from the Choctaw Tribe. The Choctaw Tribe operates a number of casinos in Oklahoma. The most prominent is in Durant, which is just north of the Red River withing convenient driving distance from DFW. In the past the Choctaw Tribe has donated to the legislative campaigns of candidates likely to oppose casino gambling in Texas. Another casino is just west of the Arkansas-Oklahoma boundary.

The Choctaw Tribe wants to cancel the Pope County provision and is bankrolling the initiative. The Cherokee Tribe is opposing the initiative. All but $100 of $20,000,000+ has come from the two tribes.

One tribe has been granted the monopoly in Pope County and NW Arkansas generally, and the disappointed applicant for the monopoly is trying to cancel the deal.

  2. Definitely sounds like “sovereign nation” stuff. Actually no, just more of the same genocide in slow motion. Take a closer look at what casinos (not just Indian) do to communities they are in.

  3. “All but $100 of $20,000,000+ has come from the two tribes.”

Fascinating. And also evidence that handouts, tax breaks, legal exceptions and “affirmative action”, however well meant or not, have made tribes too rich and given them too much control over individual Indians.

“the disappointed applicant for the monopoly is trying to cancel the deal.”

Fair enough. The government should not be creating monopolies on anything, nor restricting some casinos but not others.

“INDIAN CASINOS – SOME SORT OF RESTITUTION DUE TO GENOCIDE OF AMERICAN INDIANS 1607-1890”

That’s the optimistic way of looking at it. But the fact is that Indian Casinos do very little good for individual Indians: they just help prop up the power of the tribes – and maybe one or two strong families in each tribes – and make everyone else even more dependent on the tribe.

Another problem with that statement, is that it ignores the genocide committed by tribes against each other. In this case, for example, the Cherokee are not exactly known for how well they treated other tribes. Yet they are the ones who get the monopoly on casinos, rather than being the ones paying restitution to their victims.

  4. Casinos are a system of colonialism and control, and bring nothing but more misery to the rez. They are a deal between a few chiefs and the Europeans.
