There seem to be a number of issues and candidates where courts and election authorities are ordering that votes NOT be counted for items on the ballot. It is possible under law for private groups to request access to the ballots to count and report those votes, even if they may be of no electoral effect?
You can always request. As for getting, results may vary.
I don’t see a private group being given access to the ballots. But they might manage to have a court order tellers to keep count and report the results purely for statistic purposes.
