National Popular Vote Plan Bill Introduced in Pennsylvania House

On November 13, a bill to enact the National Popular Vote Plan was introduced in the Pennsylvania House. It is HB 2662, and so far it has four Democratic and two Republican sponsors. The lead sponsor is Representative Christopher Rabb (D-Philadelphia).

  2. I want a national popular vote instead of the divinely inspired Electoral College because I want to nail the coffin lid shut on states rights and local sovereignty, nationalize everything and have voters outside a state determine results inside each and every state.

  3. Pennsylvania would be much better off if it adopted the Maine method of choosing electors:

    1. Choose then by Congressional districts to minimize outcomes whereby a narrow plurality determines the choice of a large number of electors.

    2. Use ranked choice voting to minimize the spoiler effect of third party and independent candidates.

    The whole NPV idea is getting nowhere because there just aren’t enough states to join. And, IMO, they haven’t thought out how it is to be implemented across numerous states with different election methods, how recounts are to be done, and how to compel states to count all absentee ballots. And, worse of all, it doesn’t reduce the possibility that a minority President can still be elected.

    It would be better if folks who are serious about reforming the Electoral College go the route of Maine and consider alternative methods of choosing their own electors.

  4. In addition, Congress should adopt the Wyoming rule to expand the size of both The House of Representatives and the Electoral College making them both more proportional to population.

  6. The 3/5s rule was definitely pro slavery, but the electoral college wasn’t necessarily so. It was a compromise between those who wanted popular election or indirect election of the President. The electoral college left the matter up to the states.

  7. NO, what we need are MORE smaller states. More states would mean more choices of places for people with different outlooks to go. IMO, states in New England are just about the right size because it’s easy for folks to move among them.

    Several of our states are much too big. IMO, states with +5% of the total population should be considered for division. California, Texas, Florida and New York should each be divided into several smaller states. Possibly even Pennsylvania and Illinois.
