  2. I’m not sure if Congress can mandate proportional representation for all states. IMO, the best they could do under the current constitution is authorize it as an option for any state that might want to use it.

  3. Congress certainly can control US House elections. Congress has already centralized campaign finance laws for federal office in the national legal code. Congress has told the states they must have single-member districts. Congress tells the states they must hold their congressional elections in November. Congress tells the states they must draw US House districts that are fair to racial minorities.
