Rhode Island Representative Brian Newberry (R-North Smithfield) has introduced HB 5520, to divide Rhode Island into four equal-population districts. Each “presidential elector district” would elect one presidential elector.
This is different than the Nebraska and Maine systems, in which there are two at-large electors and one each for U.S. House district. Rhode Island only has two U.S. House districts.

This was the system that most States used prior to switching to at-large elections – one electoral district per elector. It was also the system originally proposed in Maine. Someone suggested switching to electing one from each congressional district, and two at-large. After the 1800-1801 election it was also the constitutional amendment favored by Alexander Hamilton. Instead, Congress slapped together the 12th Amendment.
Electors should be apportioned among the States and their territories on the basis of US Citizens over the age of 18, with at least one per 30,000 such persons. Electors should be elected by popular vote, with Congress having plenary power over time, place, manner (same as they exercise over the Congress itself). Electors should meet in a single meeting and choose the President and Vice President.
