The Kansas State Senate Committee on Federal and State Affairs has introduced SCR 1611. It would bring about popular non-partisan elections for State Supreme Court Justice. Currently the Governor appoints justices from a list prepared by a non-partisan commission.

Where would the meeting in Kansas take place?
What do you mean, “the” meeting? If you mean for statewide offices, those elected to go this election would probably meet somewhere near the population center of the state. Manhattan, KS, perhaps.

Kansas has 3738 election precincts (excluding those with no voters in 2024). How would these precinct conventions work, and who would they send to Manhattan? Manhattan sounds like a good location – there should be a facility large enough at K-State.
Precincts could send reps to the next level, and another level after that.

Who would organize the meetings? When would they occur?
You may be making unwarranted assumptions about nesting of districts. So let’s say that the precinct meetings elect representatives to county conventions, plus any districts that cover a portion of a county.
Typical precincts might have 75, 263, 371, 478, 600, 743, 891, 1076, 1321, and 1827 participants.
I’d break up precincts with over 1000 votes. Precincts would pick a winning party which would pick officeholders, including representatives to next level up. They would be held once a year.

Precincts in Kansas conform to townships and cities. A “large” precinct might correspond to a township. If you divided the precinct into two or more precincts, they would each elect a “representative” to the township convention where they would elect township officers.
Why would you break up precincts with over 1000 votes? It would like result in confusion over where voters should go, or when? The two precincts might meet at an auditorium or gym at a school. They would have to be scheduled for different times or even days.
