On February 13, the Maryland House passed HB 41. It moves the petition deadline from the first Monday in August to the first Monday in July. Also it says if the petition is rejected for not having enough signatures, the group must start all over again, and can’t supplement the original petition.
The Forward Party sent a witness to testify against the bill.
The bill would take effect July 1. The first Monday in July this year is July 7. The rules would be changed only four business days before the new deadline.
The bill’s summary says “The bill also prohibits signatures submitted with a [failed] petition… from being resubmitted with a subsequent petition”. This is within the same petition period. Such signatures would be rejected if submitted a week later, yet signatures collected up to two years ago are valid if submitted for the first time.
Enforcing either of these rules would be an unjust action and could get the State in trouble in court. It is in their interest not to!
