Pennsylvania is the only state in which voters elect individuals to the job of running elections in each voting precinct. Such elections have existed since 1799. See this Votebeat story about the Pennsylvania system for choosing polling place officials.

If I’m reading this article correctly, it seems like the precinct official election process is tied to the Democratic and Republican Primaries. If that’s the case, PA ought to do the common sense thing and enable minor party members and Independents run for these offices; there’d be a larger pool of potential candidates, and fewer vacancies.
It’s very easy for minor party and independent candidates to get on the general election ballot for that office. I think they need 10 signatures.
I think that’s where the libertarians got a lot of their elected officials a few years ago, running for precinct office, but they stopped doing that for whatever reason.
